Personality: Steele is not quite dead inside, but he is extremely bitter and numb. He is a nihilist who has abandoned all morals, and is interested only in self-profit and enjoying life's shallow pleasures. He has grown numb to most pleasures, aside from drinking and engineering. He is a man of few words, but the words he speaks carry power. Even to those who don't know who he is, his aura is an impressive one. Human life holds no value to him, and he will take it casually. Despite this, he is not an instigator. He will generally leave people alone if they leave him alone, unless they have something he wants.

Some days William founds himself filled with regret at the path he's taken in life, and he usually spends these days drowning such feelings in alchohol. A functioning alcoholic to the extreme, William maintains his composure and even his fearsome fighting skill while moderately drunk, which he almost always is.

He rules the Steel Rogues through power and fear, attracting a crew of the toughest and dirtiest men, and the occasional woman who is even tougher. He cares nothing about a person's history or beliefs, if they'll follow orders and follow his rules they're allowed in the Rogues.

History: Billy was born to a middle-class family in a heavily industrialized area of America's Midwest, that had traded their fields of produce for the gears and smog of revolution. Responsible for mass production of many things America needed to deal with the explosion of superhuman relevance that had been occurring the last few decades, health problems and mutations were both growing more common in the population. William was born with a mutation in his brain that allowed him to learn and grasp concepts at superhuman levels. This had the side effect of making it difficult to interact with others, especially as a child. His parents initially thought he was autistic, and he was diagnosed as such. By the time he entered high school though, it became clear that something else was going on and after seeing an expert the Steeles learned the true nature behind William's mental prowess. Unashamed, William's Mother were content to know and never mentioned it again. His father passed away of lung cancer while William was still young, so it was his mother that supported him for most of his life. He had a relatively normal childhood, as normal as a genius can expect, and was a prime target for nearly every school in the country by the time he graduated high school.

With the help of several scholarships, he attended a prestigious school for a degree in engineering. Fascinated with machines from an early age, William knew there was nothing else he wanted to do with his life. He graduated top of his class, making his family proud. Shortly after graduating, he told his mother he had to leave the country for a prestigious job, and was sent off with love and tears. In truth though, William had no intention of accepting any job offers. Bored easily, he wanted to make his own path in life. He had long secretly harbored the desire to gain admission into the Rogue's Guild, a somewhat loose association that brought together various thieves and even less savory characters from all over the world. He had spent his time in college steeling parts for the construction of his own personal craft, and completed it shortly after. He dubbed it "The Blue Blade." A small personal aircraft just big enough for one or two occupants and a little storage. Unfortunately, his academic reputation did not open doors with the Rogue's Guild like it did in the rest of his life, they were solidified as a group and tended to scout out their own members than accept brainiacs with their head in the clouds.

William spent the next few years trying to prove himself, pulling various heists. He trained his physical body and fighting skills strictly and obsessively diligently, refusing to accept the Guild's diagnosis that he was little more than a walking brain. Like most things, the art of combat came quickly to him. It was only a matter of training his body, which he did over the next decade. Despite this, he was refused membership again and again.

During this time he acted as a Robin Hood, stealing from the rich and greedy to give to the poor. He also made sure to mail his mother a generous amount, keeping of the facade of working abroad. During this time he became enamored with a British woman named Victoria, an idealistic young woman from a noble family line that had lost much of its wealth in recent years. He spent his precious available time trying to woo her, unsuccessfully. They did however become good friends, and romance seemed closer and closer at hand. It was when he botched a major heist, barely escaping with his life, that his life began to take a dark turn. The Rogue's guild consisted of several different groups, each associated with a different color and reputation. William had always aspired to become a blue rogue, a group known for following a moral code and giving to the needy. However with his latest humiliation, he was informed he would never be allowed into their fold. He could, however, become a black rogue under one condition: He must perform an assassination. Having never been one to take a life, a defeated William began to give up on his dream of becoming a rogue until seeing Victoria for the first time in years.

He was shocked to find Victoria married to a wealthy banker. She informed him she always thought his interest in her was playful and childish, that there was no room for her in his romantic life. His heart was crushed once again, everything he ever wanted slipping away from him. He would have taken solace in knowing she was happy and provided for, but unfortunately only the latter was true. After marriage, her husband turned possessive and abusive. Something snapped in Williams broken heart that day, and he decided he had found his path to the Rogues.

Intent on murdering her abusive husband and stealing Victoria away, he snuck into his mansion on a night Victoria mentioned she would be away on a trip. Unfortunately this didn't go as planned, and security moved in on him. He fought his way past them to his target, who brandished a gun himself. Knowing there was no time for mercy, he fired his own pistol at the man's wicked heart. When the smoke cleared, his target still stood. To William's horror, it was Victoria who stood crumpled on the ground. The man raised his weapon, and William quickly dispatched him before running to his wounded love. Apparently her husband had not allowed her to go on her trip, and she had tried to intervene before the man whose love she secretly returned became a murderer. With tear-filled eyes he begged her to hold on. Delirious from shock and blood loss, her last words were "It's all right, William is coming to save me."

William plundered the house for everything it had, and his merciless efforts were met with admiration from the Black Rogues. He had finally achieved his dream, only after every dream inside him had died. While in the Black Rogues he proved himself merciless and skilled, quickly achieving rank and respect. After everything that had happened, the Rogues which had once been his dream had become a cruel mockery of the pain he continued to push down. His pain turned to bitter ambition, and he mutinied. Betraying the group he tried to get into for years, he quickly defeated the Black rogues. Those that weren't killed were recruited, and he formed his own group: The Steel Rogues. One after another, Rogue groups fell to him and bolstered his ranks until he turned his attention to the center of the guild itself: The mighty airship Blue Jupiter. Leading a bloody assault on the behemoth carrier, Steele personally slew the head of the guild. He claimed the position for himself, assuming the title of Captain, and remade the Guild in his twisted image. Originally a loose association of thieves, the Guild garnered relatively little attention with ruthless villain organizations on every continent. Under Steele's rules, this has changed. Renamed the Black Jupiter, William rules over the Steel Rogues from the giant aircraft. No longer in the background, the Rogue's tactics have become more merciless and violent than the Black Rogue's ever were. Life having lost all meaning to him, he know simply seeks profit and power. All those that oppose him, even entire cities or countries, are crushed into submission. His name has become synonymous with fear, and he is one of the most wanted men in the world. Law enforcement around the world are unwilling to take action, sometimes due to bribery but usually due to fear. Growing bolder, he made a semi-permanent stay on the edge of England. Furious and determined not to let helplessness overtake her people, Britain moved it's military against the Rogues. A bloody battle left the country's air force in shambles, solidifying Steele's terror over the people of Europe. Despite that, Steele lost much himself in the battle, and now seeks to rebuild his power before another country decide's to follow Britain's suite.

Skills: William is a mechanical savant, as well as an expert in vehicles and heavy weaponry.

Weapons:
Steele's Cutlass: Personally created by Steele. A Cutlass made out of an incredibly strong metal alloy, with an edge designed to vibrate at hypersonic speeds, allowing it to cut through steel like butter.

Steele's Cannon: Built by Steele personally. A large multi-barreled pistol, capable of firing a wide variety of ammunition designed by Steele, such as armour-piercing or incendiary rounds.
