I dunno if this is what you're looking for, but maybe your character should go out "Recruiting". A lot of people want their character to be special, and Villains especially don't work together well because they both want to be the #1.
You could find ways to recruit talent by exploiting others peoples weaknesses. Like, if you don't work for us, we kill your friend, or wife. That kind of thing. Even heroes are vulnerable to this type of recruiting. Maybe that's just me. Most villains don't put up a billboard of "Who wants to join?" Usually, each minion/sub-villain has an ulterior motive for working under another villain. Such as money, blackmail, or power/authority.
