The Looks

Bernard Fox has has black hair that he parts. He has quite large hazle eyes and a largish nose. He is very short at 160cm and is very light for a 27 year old at 52kg. He has sharp pointed ears often referred by friends as his one bit of elf magic. He is as skinny as a twig. One of the most muscly part of his body is his fingers. he developed these muses by typing on a computer almost 24/7. Another result of this obsessive habit is his pale white skin that he gets from lack of sunlight.

Psio is hardly ever seen by people. On the rare chance people do see him he is a skinny short man dressed fully in white apart from his eyes.

The Legacy

Personality:
Bernard could be seen as cocky or boastful but if you were to get to know him he is quite a modest man with good intentions. He is extremely argumentative and nearly always wins his argument as he has a way with words. He will stick up for a friend (or a business partner) in any situation unless his business is at stake.
History:
Bernard Fox was first born in the 1700's. He out his childhood under an abusive family so when the opportunity to cryogenically freeze his body for 30 000 years he was overjoyed. He was one of the first to enrol in this program that was designed to sustain human life until there world was destroyed. when that seemed like it was about to happen these bodies would be hurtled out to space in hope of finding another planet suitable for human life.

Unfortunately this program was interrupted when New York fell. The lab he was stored in burnt down causing all other 249 patients to die. He only survived because he had a faint psychic ability that guided him to safety. This was 9 years ago. During these years he has used his wit (he had developed in his childhood escaping from his parents) and his intelligence (implanted into his ind before the freezing) to work his way into business success. His main business is a computer company called B-Fox lab.

He became a psychic when he was convinced by a small Japanese tribe that he had psychic powers. He later realised that even in his high position he lacked the attention and praise that he craved and the only way to do that was to help the people of the world. After his visit with the tribe he decided to become Psio because it was the best name on a superhero name generator online (he is very computer minded as i have said in the Personality section.

The Powers and Weaknesses

(All characters can be as powerful as they want, as long as they are balanced with proper weaknesses.)
Powers

Power 1: Super intelligence.
This means Bernard is incredibly smart with computers and has the ability to take in most objects in a room in a single glance. He also has a photographic memory.

Power 2: Psychic Powers
Psio currently has the ability to see a glimpse of the past, create a small force field around him for a short period of time. Read minds and shoot psychic blasts out of his hands.

Power 3: Hand to hand combat.
In his horrid childhood Bernard was forced to use a basic level of self defence. He often ran down to the library and spend hours researching different forms of martial art. In his nine years 6 of them were spent travelling the globe learning different martial arts.

Weakness(es)

Weakness 1: When exposed to temperatures below -10o celcius (14 degrees fahrenheit ) He immediately freezes unless exposed to fire.

Weakness 2: His Psychic powers come with a cost. High pitched noises can stun him or even make his ear drums bleed.

Weakness 3: Despite his super intelligence, Bernard is only human. If you were to stab him he would probably die.

Magnifying glass: A standard magnifying glass that can zoom in 100 times more because of computer enhancing.
Super computer: This computer is incredibly fast with access to all records recorded by all agencies and governments. This computer comes with a 3-d printer and a passport/airline ticket generator.
Psychic amulet: This amulet increases Bernard's psychic power and allows him to levitate.

Stipulations for approval:

The future always changes so he can never be sure what will happen.

You cannot read minds of PC's or Player's NPC's without permission from their owner.

Another weakness that is obvious is the fact he has a normal human body; aka, no high endurance or durability.

Not quite yet, but you're close.

First you need to add in that your mind-reading power that it's permission based.

Also I'd like to point out that "Psychic powers" (your second power) states...

These may be blanketed under the term of psychic powers, however these are three separate powers, and so each one needs a weakness.

The first power is (Psychic energy manipulation) which encompasses barriers and energy blasts/shots.

The second power is (Psychometry and Foresight) which is the ability to see/experience the events of the past or future. This is also permission based when used on Player characters. (You can use PC permission as a weakness)

The third power is mind-reading, which is also permission based when used on other PC's.

I fully understand that this may be incorporated to one power, but that doesn't change the fact that is serves the function of three powers, thus there must be weaknesses to balance it out.
