Name: Tracking device
Abilities: Red 53 has designed a tracking device that has a sticky applicator on one side, and a transmitter about the size of a penny. It works by sending out a code that to most people seems to do nothing. It is resistant to most mundane scanning systems with int 3 or lower. It uses existing communication signals from thing such as cell phone towers, radars, and walkie talkie signals, converting to the different forms as needed so it can be tracked almost anywhere on the globe using his handheld tracker.
Description: Red 53 has been creating a device to track his targets that tend to run instead of fight. Though he was plenty proficient at catching them, one or two would occasionally get away forcing him to start at square one. He has been working diligently and has just finished making his first one in his temporary apartment using materials paid for by his last job.
