Personality: Lynch is an absolutely ruthless hunter. He is well known for brutal tactics. He has a reputation as a cruel and sadistic commander, often disregarding the lives of his own men. He rarely shows emotion, and will not stop until he is either dead or his objective is complete. The CIA only send him out as a last resort.
History: No one knows what Lynch's real name is. Lynch operated in different countries and is known for being absolutely ruthless. He was the CIA's ultimate weapon, being able to go in and out of hostile territory completely unscathed. His determination and ruthless interrogation techniques made him a feared opponent. When all other agents failed, Lynch was given the job of tracking Subject 13. He is now hunting 13, following his every move.
Abilities:
Skilled Martial Artist: Lynch is unstoppable in close quarters, his body is able to move faster than his mind
Marksman: Lynch's aim is superhuman. He can hit a nickel from 100 yards.
Photographic memory: Lynch is able to memorize everything he sees.
Power Grid: (You have 22 points to spend on your Power Grid unless you can fly, in which case you have 20. Each stat can start at 6, not 7. 7 must be earned.)

Most NPCs shouldn't have stats over 5; but this NPC is fine.
