Devastate's Gadgets

Name: Scanner Goggles
Abilities: Allow Devastate to analyze his enemy's movements and spots weaknesses. They are quite easily destroyed. It will take someone with 5 SPD for the goggles to lose track.
Description: The goggles he wear are the only thing that belonged to his real parents that he has. Deciding that his goggles needed some special ability, he added some tweaks to them.
INT Allocation: 5
Name: Charge Glove
Abilities: Gives Devastate's punches more power. Increases his damage output for one post
Description: A normal pair of steel knuckle gloves, David decided to add some kick to it. He managed to create gloves that increases stopping power. Unfortunatly, it has very limited power and would run out after a while.

The history behind of the weapon? Why does it increase his FS by one?
For how long does it increase his FS by one?
AKA; how many turns are the goggles available to his use?
Are they indestructible?
How fast to they react? AKA; how fast can someone be moving (SPD)/fighting (FS) for the goggles to lose track of the enemy/opponent?
You have to list these things/answer these questions.
