Reason for this quest:
Black mists have intermediately begun to roll off the shores of California, unknown in origin and caustic to the touch. Boats that have been caught in the mist tend not to return, and it appears to be venturing ever closer to the shores. Various metahumans have ventured into the fog, searching for a way to disperse it and all have disappeared. So Sean, bringing with him great knowledge as decided to rid the world of this thing before it makes landfall and potentially causes even more civilian casualties.

Basically, you should:

Task 1 Enter into the black mists however your character would be able to.
Task 2 Discover what is causing this unknown phenomenon.
Task 3 Put it to a stop and prevent it from reaching landfall.
