In a world where the Cold War is still alive and well, the North Atlantic Treaty Organization is facing great changes when it comes to it's superheroes.In 2011, a formerly loved and trusted superhero destroyed the city of Boston in his madness. This even has led the previously unregulated presence of superheroes to have come to an end. New laws to come in place and the NATO Department of Superhuman Affairs (NDSA) has been given the authority over every superhuman in the political union.

The changes are apparent. Superheroes need permits, check-ups and scrutiny to be able to do their jobs. Supervillains receive harder sentences, in a new prison built to house them. Vigilantes, former heroes, have become criminals as well, for their insistence to keep doing what they have done without government individuals in their lives. With massive funding and the help of the superheroes who have agreed to the law, the NDSA will execute its duties with utmost dedication in regards to all of them.

The Department has chosen Trimountaine City, a new metropolis built on the islanded remains of Boston, as their headquarters. This means that heroes, villains and vigilantes are moving to the city in large numbers, alongside countless civilians looking for a new start in a city that is like no other.
