Deluges belt of stuff

Name:Belt of stuff
Abilities:carries six metal vials and a bottle of water that he wears under his signiture jacket.
Description:A plain black belt rigged so that it can carry six metal vials and a metal bottle filled with water.So that he always has a weapon when faced with an enemy.He usually wears it diagonally across his chest hidden under his signature tattered jacket.Sean fondly calls it his belt of stuff for no other reason than that he really had no idea for a good name.

So he can or can't pull Moisture out of the air? If he can, would it cause a lot of strain? (Headaches/Eventual Unconsciousness)
