-Brainstorm- Plot for "Internal Struggle"

This thread is only for ideas and concepts we can use to build up an upcoming thread's plot. The thread in questions theme is an all out site-wide civil war. It will be left open for anyone to join in on their respective side. There will be two different sides opposing each other due to government involvement. Neither side is being particularly lead by anyone but there may be a figurehead for the respective sides. So far what I was thinking is that some years after the whole incident in NYC (which is the time most other threads take place) the government approaches the meta-human heroes and intends to enforce a restriction on their efforts to conduct certain operations due to the mass damage they've caused in other countries around the world. There will be an NPC in the thread that will conduct this meeting and explain the details of the contract/form. Of course the heroes at said meeting being different people disagree on whether it's a good idea or a bad one. This results in conflict among themselves which leads to other lesser known heroes, renegades, etc. to be called into action for either side. Now I know this is all very reminiscent of Marvel's Civil War shindig but this is not a concrete plot. Which is why I'm asking anyone who'd like to present their input as for how the plot should be changed or what should be added to do so now. It could involve your specific character being used for the thread in a personal manner.
