Military evaluation of the villain “Inquisitor"

A large man, Pierce Walker Morgan is an intimidating figure in every sense of the word. Beneath his armor are hazel eyes that seem to burn with a rage at the world that can’t be quenched by anything less than the blood of innocents. The man has multiple scars from fights and scraps he has gotten into. Muscled from years of hard work, and training.
His costume consists of several pieces. First, is the bottom layer. A black undershirt and legwear of an unknown material that is both soft, yet protective. Red and black chestplate, kneepads, and shoulder pads. The armor has vulnerable parts, however it is the black that is vulnerable while the red is the metal.
The helmet is black with a black screen that has glowing white eyes, covered by a red hood made of the same material as the underclothes. His feet are armored by metal shoes, and his hands are covered in normal red and black clothes.
Born to a pair of farmers in middle America, life wasn’t easy for young Ram. Seeming to have come out of the womb with anger issues, Ram was kicked out of every school they tried to send him to. Eventually, they just gave up and began homeschooling him at the age of 8.
When he wasn’t doing his “classes”, his father had him “learning the value of hard work”. At 16, he was placed back into public school. His anger issues didn’t improve, but he got his ass kicked by a metahuman after he failed to get on the wrestling team because his opponent - a metahuman - fared better than he did. It was then that he realized that Metahumans simply had things easier than he did. If he had powers, he would never have to struggle again.
At 18 years old, he enlisted in the military. It was good for him. It kept him calm for the most part, and enabled him to keep his emotions in check. When he was discharged 10 years later, he met a daughter he had on deployment and was able to adopt her. Ram promised himself that he would never let her struggle like Ram did. She would never want for anything.
But dreams don’t always come true, wishes aren’t always granted, and sometimes… reality is harsh. Rams daughter, like most of humanity, was born with a meta-gene locked inside her DNA, and she manifested earlier than most, at age 12.
At first, Ram was… admittedly jealous of his daughters luck. I mean, she had been granted something that he had wanted for almost all of his life. She didn’t have to work for it. She didn’t have to do a single thing to get it. She just had to be born. But… She was his daughter. The most important thing in his life. Ram decided that no matter what she got from the genetic lottery of life, he would try to support her.
Rams daughters metahuman “ability” if you could call it that, was what some would classify as a “F-Class ability”. It all started when she woke up one morning, and found that she couldn’t move her arm. The doctors did an x-ray, and discovered that her elbow joint had turned completely to stone, and what's worse is that it was spreading. Eventually, her entire left arm was turned into stone.
Ram tried to keep her calm, tell her that it was going to be alright, but when it started overtaking her chest and legs, it was clear that not much would be alright. Eventually, she was covered nearly entirely in stone. Only her head was still flesh and bone. Somehow though, her body was still functioning mostly normally. Even as her face began to be covered, and her eyes were glazed in a granite covering; her brain and mouth still worked normally up until the day that her mouth was frozen closed. But she wasn’t dead. Doctors found her brain still active underneath… but without the ability to swallow or even open her mouth, Rams daughter starved to death a week later.
The world was so cruel to Ram. It had taken everything from him. He wanted revenge.
But he couldn’t do much about it. When his parents died, Ram gained access to a farmers fortune. Something most people don’t realize is that while farmers don’t lead the most fascinating lives, many save their money religiously. He purchased a warehouse in New Jersey, in the middle of the country, and started making investments. He bought and sold stocks until eventually he had enough guns, blades, and explosives to fund a South American border war.
He threw himself at heroes, trying to take them down. But he never could win.. They wouldn’t kill him either, after all; he was a defenseless human. But Ram was smart. He managed to get himself out of trouble through guerilla tactics, running away after the heroes fled the scene.
He had no chance against any metahuman that was experienced or had strong abilities. So… He stuck to internet boards for a while. Spreading hatred and vitriol. Until one day, a box arrived on his porch. Inside was what seemed to be a large rifle made of shiny black metal with bright red lights on it. There was a knob that changed the colors. Green. Purple. Yellow. Orange. Also inside was an instruction manual for the rifle, a suit of armor with a similar color scheme, though it seemed that the red was a permanent fixture. Inside, he found yet another instruction manual and a small ring like device that came with further instructions. Finally, a simple note.
“From a friend, and ally.”
Ram tried on the suit and clenched. He felt like he could take on anything with this suit. Even Atlas himself…
Ram programmed the ring to connect to his warehouse, and jumped into battle… with a 13 year old who could summon butterflies. A hero tried to defend her, but… Ram scanned her and set his gun appropriately. The bastard blew her to smithereens with a rocket launcher, but the hero managed to shut off his gun before she died. Ram was forced to retreat. His masked face circled the media for weeks afterward.

The PWR: Requires time to swap settings, meaning that if he is against multiple opponents; he will have to stop, swap, charge, and fire. [2 posts]
Additionally, the PWR has a notable weakness in that it can only weaken one opponent at a time.
Scanner: The scanner has to be able to read the opponent with minimal movement, and it has to be uncovered. If covered in say… Mud or dirt, the scanners results are… random at best, and wildly incorrect at worst.
The PMHD: The PMHD is not very protected against electromagnetic pulses, which means that if he is hit by one of his own design or otherwise affected by an EMP, the armor turns into a liability of 500+ pounds of metal strapped to his head, torso, and limbs.
Low-Light sensors obviously temporarily blind him if he is struck with bright light flashes.
Extended use of energy on the armor overpowers the absorbers, and shutdown the armor.
The PMHD Helmet: The PMHD helmet amplifies sound, making sonic attacks more effective against him.
The Arsenal: While the device allows him to reach into his base of operations, it only allows him to grab one item at a time.
In addition, the Arsenal isn’t a very hefty device and can be smashed by little more than the weight of a human foot coming down on it.
Personal Anti-Metahuman Hunting Gear - Inquisitor, being a normal human, requires a setup of technology and armor to complete his mission. This includes an arsenal of mundane weapons from small munition handguns, to rocket and grenade launchers. Below is a listing of the… Less mundane selection.
The PWR - The Power Weakening Rifle is a large rifle-like device that has several different settings on it. Inquisitor changes the settings depending on the threat he is facing off against.
Chastity - The Mutant killer. Chastity targets humans with genetic abnormalities.
Kindness - For entities like Werewolves, Vampires, and other non-human earth natives.
Humility - For divinely empowered beings like gods and demigods, as well as demonic and angelic entities.
Patience - For extraterrestrial threats such as aliens.
Diligence - For the mystically inclined and those that have gained their abilities from magical sources.
When struck with the bright blue laser shot that this device creates, the target is struck with a weakened ability. The extent of which depends on the individual. [Permission Based]
Scanner - The only way for Inquisitor to actually tell what his targets are, and set the PWR to the proper setting. The device runs a red light over the target, and scans their entire body on an atomic level to decoding the DNA sequences, or alterations that have been made to their body. Meanwhile, also deciphering the energy signatures that they emanate, allowing him to know if someone is superhuman or not, and what setting to turn his rifle on. [Permission Based]
The PMHD - The Personal Metahuman Defense Gear is a heavy set of power armor that he puts on that grants him enhanced durability, peak human strength, speed, and agility, as well as absorbs half the energy from energy attacks. The suit also comes with low-light vision sensors, thermal sensors, and radio sensors.
The PMHD Helmet - The helmet shuts down any cameras, radio sensors, or other technological tracking device the moment they perceive him. (Permission based when used against player characters)
The Arsenal - A device that links to Inquisitors base of operations in New Jersey, allowing him to grab any of the mundane weapons that he has stored there or items that he notably owns. (Items listed.)
When Ram Walker Morgans daughters meta-gene manifested, he wasn’t considerably happy. After all, his life had been one of tremendous hardship and back-breaking labor that most metahumans would’ve laughed at. However, his daughter was his life and, if she could avoid the hardship that he went through; then he was glad for it. However, that all changed when the metagene she had developed turned out to be extremely detrimental. Her special “ability” - if you could call it that - was a slow, transformation process from flesh into stone. However, she would not die. Her skin was locked in its current state for the rest of time, as she was forced to stare at the ceiling until she starved to death. Ram, realizing how unfair the genetic lottery was, decided that he would go on a crusade against ANYONE with an ability. No one with an ability that made their lives easier even slightly… was a target…
